Responsible Gaming

The State of Missouri is dedicated to providing problem gambling counseling and treatment for those in need. Missouri recognizes that for some individuals, sports wagering can become a problem. The Missouri Gaming Commission has established comprehensive responsible gaming requirements to protect patrons and promote healthy gaming behaviors. You must be 21 years of age or older to engage in sports wagering in the State of Missouri. 

Limit Setting in Missouri

Sports wagering platforms in Missouri are required to empower players by offering comprehensive limit-setting capabilities. According to 11 CSR 45-20.580 (Responsible Gaming), online sports wagering platforms must permit patrons to voluntarily impose limitations to promote responsible gaming behaviors.

 

Required Limit Options:

  • Time limits on the platform (daily, weekly, or monthly)
  • Deposit limits (daily, weekly, or monthly)
  • Bet limits per wager
  • Total wager limits (daily, weekly, or monthly)

 

Patrons can modify these limits at any time. If a change is more restrictive, it becomes effective immediately. If a change is less restrictive or removes a limit, it only becomes effective after the current more restrictive limit period has elapsed.

Temporary Suspension (Cool Off)

Missouri Rule requires that online sports wagering platforms allow patrons to temporarily suspend their accounts. Cool Off will be available for a minimum of 3 days to 30 days during a temporary suspension:

 

  • The suspension cannot be modified or removed until the selected period expires
  • Patrons can still withdraw funds from their account or request permanent account closure
  • Caesars Sportsbook is prohibited from sending sports wagering-related marketing materials, including emails and push notifications

Missouri Gaming Commission Self-Exclusion Program

The Missouri Gaming Commission maintains a List of Self-Excluded Persons (SEP List) as part of its commitment to responsible gaming. This program, established under 11 CSR 45-20.610, allows individuals to voluntarily exclude themselves from sports wagering activities across all Missouri Sportsbook.

 

Key Program Features:

 

Exclusion Period: Self-exclusion is for a mandatory five (5) year period. The commission is not authorized to remove a person from the SEP List until this period has elapsed.

 

Multi-Jurisdictional Impact: By applying for placement on Missouri's SEP List, applicants acknowledge that Caesars Sportsbook may share this information with affiliated sports wagering operations in other jurisdictions. This may result in exclusion from sports wagering in multiple states.

 

Wager Handling: Upon placement on the SEP List:

  • All unsettled online wagers will be voided and refunded
  • Unsettled in-person wagers may be voided and refunded within 14 days
  • Any winnings obtained while on the SEP List will be forfeited

 

Benefits and Rewards: Individuals applying for the SEP List agree to forfeit any cash or non-cash benefits, free play, credits, rewards, points, or complimentary earned before submitting their application. However, cash balances in online sports wagering accounts remain available for withdrawal.

 

Application Requirements:

To be placed on the SEP List, individuals must submit a complete application including:

  • Full name and all aliases
  • Physical description (height, weight, hair and eye color, ethnic origin)
  • Current home address and mobile phone number
  • All email addresses
  • Social Security Number (voluntary) or International Identification Number
  • Date of birth
  • Copy of valid federal or state-issued identification
  • Recent photograph
  • Photograph holding identification
  • Signed acknowledgment and liability waiver

Re-Establishing Self-Exclusion

Under 11 CSR 45-20.640, Missouri provides options for individuals to extend or re-establish their self-exclusion:

 

Extension Before Expiration: Within three months prior to the automatic expiration date, individuals on the SEP List may request to remain on the list for an additional five-year period. This requires proof of identity and acknowledgment of the extended period, but does not require a new full application.

 

Re-Application After Expiration: Former self-excluded persons who have been automatically removed from the SEP List may request to re-establish their self-exclusion at any time by submitting a new complete application. Re-establishing self-exclusion results in placement on the SEP List for an additional five-year period.

 

Unlimited Renewals: Individuals may request to remain on or reapply to the SEP List as many times as they elect.
